user accounts suddenly cannot make changes

Can anyone please point me at a solution for the following: several user
accounts, set as administrators, suddenly cannot make simple changes, like
open the recycle bin, change wallpaper/screensavers, etc. Any ideas?

Check to see if these user are a part of any other groups. If they
are, then check to make sure those other groups have the correct
permissions. In Windows, a user that is in multiple groups will
inherit any "denies" that are in any of those groups, even if they are
part of the admins group.
