USB touchscreen stops responding

I have a client with two USB touch screen monitors attached to the client
running XP pro sp2. It takes about a day but one of those touch screens stops
responding and the USB cable for the touchscreen has to be unplugged and
plugged back in. Is there a way to not have to do this action anymore? The
client is using an after market USB 2.0 card to run the touch screen function
on the monitors.

The second screen almost reacts like the screen's USB has just went to
sleep. It gets anoying considering this client runs a POS terminal.

Check the PC's Device Manager and set the corresponding USB port to NOT
let XP manage the power on these ports.

"Allow the computer to turn off this device to save power.."
