USB socket problem. Devices not recognised.

Is this the right place to ask for help on this issue? I’m using WinXP SP2.

When I connect a new plug and play device to a USB socket I get the
warning “Found new hardware. A problem occurred hardware installation.
Your new hardware may not work properly”. And indeed it doesn’t work.

Specifically this has occurred when attaching a new Logitech web-cam and
now when connecting an Epson scanner (Perfection V350 photo).

This problem does NOT arise when these attachments are to my laptop;
everything then works OK. So it appears there’s nothing wrong with the
hard ware nor its associated software.

Other devices such as the mouse and keyboard which are also attached via
USB2 sockets still work Ok. Moving the new hardware to these particular
USB sockets does not resolve the problem.

My computer is protected by up-to-date Norton AV, Windows Defender and
regularly checked with Ad-Aware and Spybot so I don’d think I have a
virus problem.

Incidentally, when I try to go into Device Manager there are no entries
there at all, despite “plug and play” being on auto.

Any help would be appreciated.
