URL's Not Clickable in "O" 2007

Greetings,

I recently installed "O" 2007 on a new laptop and when I clicked on links in
any
email a new browser window would open. Now, whenever I attempt to click on
a link I get an error message that states: ...

General failure, The URL was:
"http://whatever the URL happens to be.com". The system cannot find the
file specified.

I looked at previous posts that suggested the following:

GoTo: Tools >Internet Options > etc., etc. ... however, when I click on Tools,
I don't see Internet Options so I can't reset my web settings and I could not
locate any info re. such when I searched the Help files.

So, what can I do to fix my non-clickable links?

Open Internet Explorer first before selecting Tools, Internet Options on the
menu in IE.
