Upgraded motherboard problem Part 2

Following on from the first part.....
Upgraded motherboard problem

I proceeded to do a fresh install of WIN XP. Everything was going great
until "Inspecting system" section and then there was a click and everything
turned off.
It wouldn't turn on again until it had been sitting for about an hour. When
on again it only stayed on long enough to enter set up again and then off
after a minute.

I suspect that the default settings may not be suiting the upgrade. i will
leave over night and then try entering setup again tomorrow and have a
fiddle. Grrrr.

OOps, you have bad hardware, sure sounds like a heat related issue.
Correct that, then you can move to the Windows XP questions.

I agree, recently I ran into the same issue, some piece of hardware has
shorted out and your power supply to keep from bursting into flame, has shut
down.
Remove all cards power up, if it shuts down again then it's your mother board.
if it stays on, then replace boards one at a time till it shuts down, you
have found your culprit

Try this: Remove all external peripherals including printer, leave mouse.
Remove all internal cards except video (nevermind if its onboard the
motherboard). If XP install is okay, install motherboard drivers, then
install one internal card at a time and turn on the machine (repeat as
needed). Then, add the external stuff same way.

Thanks for the input guys.

Before we go any further here is a run down of what is attached to the board.

512mb Radeon graphics card
1Gb Ram
80Gb Hdd
2.0Ghz Celeron with heatsink/fan

So not much to remove.
I turned it on this morning and checked the temps in bios.
CPU started 45c up to 48c
System 26c up to 31c
CPU Fan speed started 2812rpm to 2909rpm

Volatges were constant while running..
Vcore - 1.47v
VTT(v) - 1.52v
3.3v - 3.32v
+5v - 4.99v
+12v - 11.85v
-12v - -12.52v
VBAT(v) - 2.94v
SVSB(v) - 4.94v
Warn beep was enabled but i don't think there is a speaker, will try to nick
one of an old case.

I checked in bios settings, CPU and RAM were being reported as ok. Changed
CPU Throttle for 75% to 50% and also changed the CPU WARN TEMP from disiabled
to 70c.

So will I unplug everything except the CPU and RAM and see what happens?

Haven't done anything yet apart from reseat memory and CPU again.
While I was reseating the CPU I noticed this, but I'm not sure if it would
be causing the problem...

Although it doesn't look like the actual wire is broken..

Would this cause the problems I'm having?

I have managed to get hold of another compatible CPU and Motherboard.
The CPU from the problem PC works fine on the other motherboard.
The Motherboard from the problem PC does not work with the other CPU. (Tried
with and without fan plugged in.)

Must be the motherboard then. Yes?

New motherboard. Works fine. 8)
