'Upgrade' Balloon on the desktop

Hi:
Almost every time I open Internet Explorer or simply start to open
the computer,.... here comes 'Upgrade' Warning Balloon on the right corner
of the bottom screen, next to 'Norton,' or 'Printer' icons.

How to get rid of this, ... annoying 'Upgrade' Balloon. Since, I already
accessed the site, then I do NOT need this 'Warning' reminder.

Camel, go to Control Panel>Security Center>Click on The way security
center alerts me> Uncheck Automatic Updates.
Click Ok.
