unwanted pop-up blocker

Recently, and not following any significant changes made by myself to my
system, Internet Explorer has started encountering errors with pop-up
windows. I have no software that specifically blocks pop-up windows,
although I am using Google Toolbar (with pop-up blocker turned off). Any new
windows that open simply do not load. The main pane seems to remain
transparent because you still see the page that you were on (and anything
else under the window), but whatever is in the pane remains the same even if
you move the window or change what is underneath it. Whatever is preventing
the pages from loading doesn't discriminate from pop-ups I want to open
(links that open in new windows) or ad pop-ups.

Any advice would be greatly appreciated.
