IE Pop-up blocker blocks when turned off

A user is having a rather strange problem with the SP2 pop-up blocker.
When it is disabled, it is still blocking pop-ups to sites where the
main navigation window has to be a pop up. Even when blocking is
enabled and the appropriate sites are added to the allow list, as well
as the trusted sites list, it still blocks all pop ups unless the pages
are loaded while holding down CTRL.

Has anyone else seen this weirdness with the blocking when blocking
should be disabled?

Do you have any of the above installed? Any other toolbars?

Thank you, but as PA Bear mentioned above, the pop ups are being
blocked with the blocker turned off.

As for the email address, my Gmail address showed up in Google Groups.
It's apropos, I guess :)

Update: I went as far as disabling the blocker in the local GPO to no
avail. Is there a registry edit that someone knows about? I've seen a
small handful of posts from people who have the same issue, but there
doesn't seem to be a solution!

The user had the MSN toolbar installed, but I had already uninstalled
that. No other toolbars were installed. The "pop-up blocked" message
shows up in the status bar of IE, so I'm assuming it's the one that is
installed with XP SP2...

Then I assume some other application (e.g., anti-virus, security suite like
NIS or McAfee, anti-spyware app) is interfering, SuZQ.
