Pop Ups

I am using IE 7 on XP SP2. I am having trouble with the pop up blocker. It
is blocking pop up to stop creating new emails on a web based email program
and even this site. I had to allow pop ups nad hold down ctrl to get the
question window to open to submit this. I have tried using the allow pop ups
from this site with no success.

Any ideas would be greatly appreciated.
