Unable to run this command

We have several Windows 2000 Servers (all fully patched)
running a variety of software (IIS, MSSQL, some running
neither), and yet all of them occasionally have this
weird problem. When you try to open a Start Menu or
Desktop icon, you get the error "Unable to run this
command". A restart fixes the problem, but that's hardly
a solution. I know it's not a virus, a permissions
issue, a hardware issue, or anything terribly obvious.
The only thing these servers seem to have in common is
Windows 2000 Server.

Any ideas would be most welcome.

- What are the exact details of the icon you're trying to run?
- What happens when you run that same command from
a Command Prompt?

Any icon -- Windows Explorer, Performance Monitor
- What happens when you run that same command from
a Command Prompt?

I can run things from Start / Run, not a problem.

I can run things from Start / Run, not a problem.

And what happens when you create two new icons with
this command line:

- "C:\Program Files\Internet Explorer\IExplore.exe"
- c:\winnt\system32\notepad.exe
