The problem which usually happen to 24*7 win2k servers describes as below(By
synergy009 (IS/IT--Manageme)):

Double-click a desktop icon: it does not respond (open folders or launch
programs or anything), but it might become highlighted because you clicked
on it
Right-click: Open and Explore do not work / properties, rename, and delete
do
Start Menu: When I select a program it displays in a error OK box with the
title Windows Explorer, "Unable to run this command".
The only way that I can run an executable is to open the Run command(which
does work) or Task Manager and type the path of the program. To access
folders since double clicking inside the explorer window does not work I
have to type the name of the folder in the address bar and press enter.

Some IT manager found this none-virus-nor-office.suite-related problem since
2001 and today still not yet have a effective response from ms support, but
somebody just figured it out as bug of keyboard status judgement.
I encountered this problem 3 times myself until today i found this URL

I simple pressed my ESC key remotely, and the problem was gone.(I am sure
my keyboard works perfectly without any problem)
