unable to run progman.exe

I can't run progman.exe it doesn't give any error when I double click it, my
cursor changes to working then nothing. I also set it to my shell= and all
that loads is the wallpaper then nothing else. No policies are set on this
machine ie: via gpedit.msc. Running xp pro.

Program Manager no longer exists in Windows XP. The PROGMAN.EXE that remains
is merely a stub for compatibility with some old (16 bit) Windows programs
that expect it to exist.

It used to run with xp sp1 although I'm on sp2 now would this have changed
due to installing sp2?

Yes, it has changed. Take a look at this FAQ about XPSP2:
Q: Why was the windows program manager from 3x days removed and replaced
with an exe that cannot be opened?
A: In XP SP2, executing progman.exe should resulting nothing happening. This
was a last-minute change before XP SP2 shipped.
