Unable to remove deleted files from the Recycle bin

How do I empty my Recycle-Bin of Adobe Illustrator or other files if they
refuse to be deleted? I get a message saying that the file in question is
being used by another person or program, when I know perfectly well that is
not the case ? It also assigns names to my files such as 'Dc37', not the
names I gave them. I am unable to restore these files or make any changes to
them whatsoever. Short of performing a full system reboot, how do I get rid
of these files?

The recycler folder or info files may be corrupt. Try deleting the
recycler folder(s), Windows will recreate it when you
reboot. From a command prompt issue the following command:

rd /s /q c:\recycler

Remember that if you have more than one drive you will have to issue the
command for each drive, changing the c: with the appropriate drive letter.

On NTFS drives the name of the folder is Recycler, on FAT32 drives it's
Recycled.

If you can't delete the folder because of "Access Denied" or file in use
by other... try killing Explorer.exe and all its spawned processes
(process tree) then try again.

John made decent suggestions in his post; I'd like to
add, re-do your delete attempts from Safe Mode.
Failing there, you may have to drop to the Command
Prompt but you may need help there if you're not
familair with the basic DOS commands.
