Unable to receive email using Outlook 2002.

Please help. I am unable to receive email. I can send without a problem but I
can't receive. If I click on "send/receive all" or hit "f9" I get the error
message "The Operation failed." I have uninstalled and reinstalled. I have
removed and readded my email accounts but it still doesn't work.
