Unable to open some sites

For the past couple of weeks, I've been unable to open my
Vanguard Web sites, even though other sites open fine.
I've gone back and forth with my cable provider and other
providers, and determined this only happens with address
sites that begin with the number 192. Since it happens
both with dialup and broadband, it appears to be some sort
of Browser problem. I would appreciate any suggestions
including any Browser settings I should check? The problem
could also reside with my router and remote link, but
since it also happens with dial-up I'm inclined to
discount that.

1. Check if a program running in the background is interfering with Internet
Explorer. Temporarily disable all Norton programs, including anti-virus, win
doctor, recycle bin protect, and clean sweep. Disable any firewall or
ad-blocker.

2. Perform a repair of Internet Explorer. From Control Panel select
Add/Remove Programs. Scroll down to Microsoft Internet Explorer and
highlight it. Click on the Add/Remove button. When the IE Tools menu comes
up, select Repair. Click OK.

3. If repairing does not work, uninstall and reinstall IE. At the same IE
Tools menu, select "Restore the previous Windows configuration". Then
reinstall Internet Explore.

You can also access the IE Toolbar by clicking Start > Run and type

rundll32 setupwbv.dll,IE6Maintenance

4. The last IE update, 832894, has caused some problems. Uninstall it from
Add/Remove Programs.

Thanks, I tried all of that, including reverting to the
previous version of explorer and nothing worked. I have
been unable to run the Explorer repair tool, because I
keep getting a message that I have too old a version of
SCRRUN.DLL. Haven't been able to determine how I get the
right version however. Any further thoughts?
