Can anyone tell me why, everytime I send an email with an attachment, could
be a Word, Excel, or .jpg attachment, the receipient receives the attachment
as a .dat file?

The email is always in HTML.

Open the recipient's Contact record and douple-click the email address. At
the bottom of the dialogue box that appears, make sure it doesn't say to
always use Rich Text. If it does, it won't matter what format you compose
the message in. it will always go out as Rich Text.

No, we are not using any custom forms.

I checked the recipient's contact information, and they are all set to "Let
Outlook decide the best sending format". Also, I went into options, mail
format, and the sending format is set to HTML. Any suggestions?

It is not your fault, I had the same problem on my network, ours is running
on an AS400 mailservices, the receiving end was the cause on my case.
Test sending the message to someone in a different mail server such as yahoo
or msn.
