Unable to browse antivirus web sites

Hi friends

Just wanted to know if any of you have come across this problem

Customer is unable to browse anti-virus web sites like Symantec, Mcafee. Have tried IE repair and Windows XP repair to no avail
I know that it may be too late to blame IE here as I have not yet tried pinging, using tracert etc
But just wanted to know in general if there is any fix for this

Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types.
If HOSTS exists, rename it to HOSTS.OLD
Reboot an try again.
