Unabale to access HTTPS sites in IE - The page cannot be displayed

The problem here is that all HTTPS sites accessed through
IE 6.1 are 'unavailable'. We are receieving:

"The page cannot be displayed. The page you are looking for
is currently unavailable. The Web site might be
experiencing technical difficulties, or you may need to
adjust your browser settings."

We have replaced / cleaned the hosts file, tried to
reinstall IE to no avail. Note that the HTTPS sites all
work fine in Netscape 7.1.

Any assistance is appreciated.
