https sites (page cannot be displayed) IE6/Win98SE

I've tried everything I could find but still can not get to any https sites. I've gone through all the IE settings. I'm convinced it's a Win98 file problem or registry problem but I've searched high and low and can't find any answer that helps.
I have no problem getting to any regular web sites but I can't get to any https sites. Any ideas. I've enabled the ssl. I've installed IE6 SP1. I've reinstalled Win98SE. Not a clean install but installed it over the top so that it would keep all my programs and files. I've removed all the Winsock registry entries and had them recreated. I've unistalled AOL and then reinstalled IE6. Nothing changes at all. Any ideas? Another strange thing, maybe related. When I go to internet options and click on the "Certificates" button nothing happens. Thanks for your help.

Make sure your firewall is not blocking port 443. See also

I don't have a firewall. I have two other computers getting their internet connection from the same modem without any problems. I've tried all things that applied to my problem from those sites and still nothing helped. Any other ideas?

I just downloaded Netscape and have no problems accessing https sites in that browser. It seems a lot of people have this problem with IE6 on different windows versions. Most of us have tried all the generic fixes proposed by your links. I have seen no one post that something actually fixed their problem. It's obviously an IE problem. I reverted back to a previous version but still have the problem. What can I do? Other than use netscape.

I have been having the same problems with the windows update error 0x800C0005, and also the problem reaching certain secure sites, and I have been trying to fix the problem and have done just about everything that has been suggested here..

But all my problems are seemingly gone!!! If you have the google toolbar (which was just updated not too long back) it came with a pop-up blocker, I went and disabled that and poof everything is working great!!!! I had no problem accessing updates and I was able to reach the webpages that I previously could not.....:)
