Two Task Bars

I'm having a problem.. Thier are 2 task bars that show up. One "looks" like a
toolbar but isn't listed when I right click and check the toolbars window.

When I open any folder or any program both show the same program running.
It's like duplicate task bar..
I can actually right click on either one and have different settings.

Can any one help!!??
