Turn off Computer button

Lately when I click the Turn off Computer Button it
doesn't respond and I have to click it again to get the
computer to turn off Windows. And by the way is there a
way to get the "it is now safe to turn off your computer"
screen and just go straight to shut off?
I am running Windows XP Professional.
