Tray alert conflicts with positioning Start toolbar on right screen edge

When the Start toolbar is positioned along the right
screen edge (hidden; locked), alerts are not displayed
properly. To reproduce, add something to the registry.
The alert will float from the bottom of the screen to the
top and disappear. Sometimes an alert will float back
down from the top and remain roughtly an inch above the
bottom right corner.
