Tooltips or ALT Text Not Displaying

In Internet Explorer 6.0, when I hover over images, the
tooltip or ALT text does not display.

The problem began when I received a new Dell PC on which
Internet Explorer 6.0 was loaded. I have searched through
IE menus looking for an option to turn on or off the ALT
text.

Help! I need to see the ALT text as part of my job. I've
been viewing source to see the ALT text. Thanks.

Kelly has a registry hack for Balloon tooltips on her site. (#7 Left)

BTW instead of the old web interface to newsgroups that you are
using try using the new one. Use its icons as test cases for your
problem and its hoped for repair.
