I tried that and my desktop itself gets broken up into a mish mosh of pieces
(not Windows) and this had no affect on the position of running programs. I
even tried rebooting after the setting change and that did not help.

In the position tab at the right select tile from the dropdown

what about this - right click on your taskbar and select tile horizontal or
vertical
