"This service cannot be started in safe mode"

When trying to start various services, for example, DCOM, I get an error
saying: "This service cannot be started in safe mode", however Windows is
running in Normal Mode (not safe mode). I suspect this is a result of some
malware that was previously on the machine. Is there perhaps a registry entry
that has been changed, and tricks Windows into thinking it's in Safe Mode? Or
some other reason why it's confused? Any help would be appreciated.. Thanks.

What was the malware infection? Name/details and what tools you used to
remove.

Did you run tools like Ewido, SpySweeper , Sysclean?
