The procedure entry point GETIUMS could not be located in the dynamic link

I'm receiving the error message:
"The procedure entry point GETIUMS could not be located
in the dynamic link library MSDART.DLL"

This happened after an upgrade from "Windows XP Home"
to "W/XP Professional" when I execute Outlook under the
domain server. Otherwise, everything works properly,
that is, Outlook works properly if I log on locally.

Reinstall SP1 and hotfixes.
