'The page cannot be displayed'

I would appreciate help with the following.

Internet Explorer 6

When I try to access secure sites (e.g. on-line banking)I
get the message above. I have followed advice on browser
settings, particularly setting java permissions
to 'medium safety'. In 'advance' under internet options,
I have set security for Use SSL 2.0; 3.0 and TLS 1.0.

I have to confess I do not know what these switches do.
