Taskbar, small issue

I have mytaskbar setup to always be on the top of other windows, but it
isn't. It did this a while ago, but I fixed it by simply checking and
unchecking that box in the taskbar properties and clicking apply. Now I
cannot get it to stay on top at all. Actually this is quite odd but as I was
writing this question it came back on the top. Is there some registry value
messed up or something? This just gets exceptionally annoying when I try to
switch windows.

Hi,

Something on your system is affecting the display's z order (that which
determines what's on top). Sometimes there's no real solution to this type
of problem, but frequent offenders are malware and programs that load
unnecessarily as part of the startup group. However, the problem can just as
frequently be legitimate software such as your av product or a program that
uses full screen mode. Updating display drivers may help, but the problem
may still return.
