taskbar and start menu

taskbar and start menu icon missing on my pc.
How to get it out?
My pc also prompt out this msg"This operation has been
cncelled due to restrictions in effect on this computer.
Please contact your administrator."
I dun know how to do it. What should i do now?

If your system is in a domain, contact the network admin. If standalone / workgroup, try this:

Open Registry Editor and navigate to these locations:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Set NoSetTaskbar to 0
