Task Manager disabled after viral infection.

Greetings Group,

After a recent bout with some viruses, Task Manager no longer functions.
Windows feed back says it has been disabled by the Administrator. Certain
system files were quarantined /or removed to a vault by the anti-virus
software of AVG.

Question: How can the Task Manager be enabled.? What files are necessary,
and where do they go?

I would be very interested and appreciative of any ideas or solutions any
one might have.
