Task bar greys out and Windows Internet Explorer - no Favourites/T

I am constantly finding that my task bar greys out after several minutes.
Could someone advise me what the problem could be and how to fix it. Also at
times when I connect to the internet, I find that my favourites are not
visable and I am not able to open any tabs because the option is not avail.
