target="_blank" doesn't open a new window

Hello,

When I click a hyperlink with target="_blank", nothing happens. No new
window, no change in the current window. When I click a hyperlink in a email
(for example Microsoft newsletters), no IE window comes up. I use Outlook
Express. Yesterday everything worked OK, today it doesn't. I haven't
installed any new programs. Rebooting the computer doesn't help. Norton
Antivirus finds no viruses. I know this sounds unlikely, to say the least.
Anyone have any ideas about this?

The article 281679 gave the solution, in my case using manually the regsvr32
for the files listed in the article.
