system sounds don't play

i have set the sounds in the "Sounds" applet and the wav
files play when i preview them. however they don't play
when the assigned action takes place. i'e' the Windows
Startup and Windows Exit sounds don't play.

Startup Sounds are missing:
TweakUI/General/Beep on errors (verify that the box is checked).

System Sounds are missing:
Go to Start/Run/Regedit and navigate to this key: HKEY_USERS. If it doesn't
have a Data entry in the right pane that reads: (value not set), double
click (Default) and delete it.
If it does, check your HKEY_USERS\S-1-5-21 keys for the same.

Note you can save the registry key first by:
On the File menu, click Export.
In the File name box, type SaveKey, and then click Save.
Or create a system restore point prior to editing.
Note: If the registry key is not there, you can simply create one by going
edit > new.
