System Restore

I cannot do a 'system restore'. No matter what date I try for, the same
message comes on that the computer cannot be restored to that date. An
article by Bert Kinney - http://berttk.mvps.org/html/symantecdoc1.html gave
some instructions. These I followed to the letter, but I still get the same
message that the PC cannot be restored. Any help would be appreciated

Check the files that are in the restore folder in windows , make sure they
are the same date also see if you have a file called framedyn.dll in the
system32 directory
