System restore locked and missed some commands

Dear All,

I have following problem with winxp pro :

1. Find windows XP "system restore" is locked or disabled by workgroup and
can not lock or enable.

2. some commands is missing, including gpedit, msconfig. How to
re-install those command ?

What do you mean "locked...by workgroup"? There is no such thing since a
Workgroup is a collection of peer-to-peer computers in a network. There are
no restrictions in force such as might be on workstations in a domain.

What is the virus/malware status of the computer? If you think it is clean,
what programs (names and versions) did you use to determine this?
