winxp system restore locked

Dear All,

I have following problem with winxp pro :

1. Find windows XP "system restore" is locked or disabled by workgroup and
can not lock or enable.

2. And some commands is missing, including gpedit, msconfig. How to
re-install those command ?

The issues you're reporting here, is most likely caused by Malware. First,
do a thorough Virus cleaning.

Then, unlock the System Restore options.
