System restore does not work

I have tried to restore my system at several different
restore points but conytinue to get the following message:

System Restore
Restoration Incomplete
Your computer cannot be restored to:
Date
Restore Point Name
This restoration is incomplete. Your system has not been
changed.

Can someone tell me why this is happening?

Nothing on that page addresses the user's issue.

I encounter the same "feature" after installing MS's security patches
and directx9.0b in July. It's
a way to make installed features uninstallable. "Of course", it's not
intentional....
