System Error Log

During the past one week, everything when I want to turn
on my PC, it always hung that I need to reboot it. I
update the Anti-virus and sure that no virus in my PC.
After I review the System Error Log, there are two
errors. One is "IPNATHLP", Event ID is 32003. The other
one is "Service Control Manager" Event ID is 7031. May I
know how to solve these problems??

there are many solutions for it.
