If he puts the XP CD on the drive and reboot, it appears a message
saying something like "press a key to boot from CD". Does the keyboard
work there?

Yes you must have a keyboard to fix this as the problem can only be
fixed in dos.I assume you've been trying w\keyboard and mouse both
plugged into the puter.Remove the mouse and try keyboard only.Check
the bios settings if the keyboard works.By the way,you can't
plug\unplug a ps2 mouse while the computer is on.Doing so can and will
blow a fuse on the M\B and some also use this for the key board
also. You can't replace this as it looks like a resistor and is
soldered to the board unless you know what you are looking for and
have the know how.
Remove all add-on cards except video as there may be a resource
conflict.
State what system M\B you have as you should see the bios post before
you see this error. "New technology operating system kernel.execute"
This file is not pointing to the right file or a corrupted one OR IT'S
MISSING ALL TOGETHER.
Should be able to enter the bios\cmos with either the delete key or
F1,at post. But there are others depending on the make.If the keboard
works here,we'll go to the next step which involves a
bootdisk,preferably the xp CD.

keyboard now working but he has not got backup disc or xp cd
If you haven't got a recovery disc and you can get hold of an original
XP CD, it can be fixed this way:-
Insert the Microsoft Windows XP CD. Reboot the computer, as the
computer is starting you should see a message to press any key to boot
from the CD. When you see this message press any key.
In the Microsoft Windows XP setup menu press the R key to enter the
recovery console.
Select the operating system you wish to fix and then enter the
administrator password if there is one.
Type expand d:\i386\ntoskrnl.ex_ c:\windows\system32
You will then be prompted to confirm that you wish to overwrite the
file. Type Y and press enter to overwrite the file.
Type exit to reboot the computer.
Use drive letters that apply to that computer.
C.
