anyone know about red screen of death

Hi friend of mine phoned me because when he turned his computer on he got a
red screen of death,and since then the operating system will not boot.
it is in a loop of some sort,on switching on told to click to start the
operating system but it keeps going back into a loop.
is it a virus causing this or hardware?
he need help but he lives to far for me to get there.
