System 32 drivers error

Toshiba Satellite 1405-S161; initally tried to format C drive as I want to
give this to a friend. System wasn't accepting format command from floppy;
downloaded DOS boot disk; again, system didn't take. Began deleting files
from XP and now get error on boot up:
"Windows could not start because the following file is missing or corrupt:
System32\DRIVERS\pci.sys."

I DO NOT HAVE ANY OF THE ORIGINAL DISKS FOR THIS COMPUTER. Am I SOL? Any
downloads anyone can suggest?

You cant format C: while its running in windows explorer,its like trying to
add air to a tire thats spinning at 15mph.If xp wont start,& no cds
exist,simply
download the MS-DOS hard drive utility from its mfg web site,install to a
MS-DOS
formatted floppy,boot to the floppy,format the hd to clear it.
