Help, i'm locked out of my system

Hi.
I just turned on my PC and it is telling me that *"System
32\drivers\pci.sys file missing or corrupt, you can attempt to repair
this file by starting windows using the origanal setup disk. please
select R at the first screen" *
but i cant get back to the repair/format screen

I have formatted this machime before by changing the boot sequence from
HHD 0 to Boot from CD. I dont know if i'm missing something here, can
anyone tell me how to get into the system so i can format the HDD and
start afresh.

What the prompt is telling you to do is to boot from the CD and enter Recovery Console (pressing R the first time you see a Repair option). You'll need to know the Administrator password, if any, to get into Recovery Console.

Once in Recovery Console, use the EXPAND command to expand the PCI.SYS (its on the CD as PCI.SY_) to the Windows\System32 folder. Enter EXPAND /? for the command line format and options.
