sysdown.exe always used up 90% of CPU

I had installed windows 2000 with service pack 4 on the
Compaq Proliant ML330.

Whenever I startup the server, the CPU always 100%, from
the Task Manager, the process sysdown.exe always used up
90% of CPU.

Can anyone advise what is the possible caused?

Sysdown.exe - is the Compact System Shutdown Service
