As a lowly User, I want to be able to change sysclock and see the
calendar in the, but don't have the "proper privilege level".
How to assign "proper privilege level"??

Only a user with administrative privileges can do this. If this is your
own machine, log on using an account with administrative privileges. If
this is an office machine, your systems administrator had good reasons
for setting the policy this way. Or you can ask her/him to make you an
administrator.
