Start, Programs Order

Using Windows XP SP2 ...

When you click Start, Programs it displays all programs for your user and
all users.

For the life of me, I don't understand the order that it displays for all
users. It seems to be folders, some programs, more folders, the some more
programs, nothing particularly in alphabetical order.

It would seem to me alphabetical, with all folders first, then all programs,
would be logical.

Who do I make this the default display order? What is the current defualt
display ordeer?
