Start>Programs alphabetical listing

Can anyone tell me, please, why those programs that have - what I
assume is - the Windows default icon (a yellow folder with a page of
pictures in front of it) list alphabetically, then those programs with
their own icon start a new alphabetical list below them? And can I
get them to list alphabetically regardless of their icon?
