Start Menu takes up half the screen.

The start button is taking up half the screen and I can't figure out how to
fix it. Is it a video card issue a software issue???

might have pulled it up. move you mouse over the edge of start
button and you will see a double headed arrow, click and drag it down,
let me know if it works.

Right click the taskbar and make sure the "lock taskbar" setting is not
marked. Run the cursor over the top edge of the taskbar until a double
headed arrow appears. Left click and drag the taskbar down to the size you
desire and release the button. Right click the taskbar and lock it.
