standby after 10+minutes not happening

i'm sure this has been answered here before, but i couldn't find it, so here
goes... i'm running xp home on an A-Bit NF7 mobo... most windows updates are
installed... the problem is that if i set power management schemes to standby
after 10 (or more) minutes, only the monitor will shut down... under 10
minutes, everything works fine... i have norton internet security 2006
running in the background (virus alerts, automatic updates, et cetera), but
it's never caused a problem before... even when nothing is showing on the
taskbar, the cpu won't standby after 10+ minutes... what am i missing?

Check your Power Options in the Control Panel and the motherboards BIOS
settings.

right click any empty space o the window, properties- screensaver - power -
system standby ( two options plugged in and runnin on batteries) fill those
spacies with the time you want, go to advanced , select when i press the
sleep button on my computer "Stand by
