SP4: Disable Automatic Updates in Update.inf Issue

I was able to modify the update.inf file in the update folder of SP3
so that the Automatic Updates weren't turned on by default when we
rolled SP3 out via SMS. I would now like to do the same thing with
SP4, however, I am getting the well-known and discussed cryptography
service error message when attempting to run the upgrade with a
modified update.inf file:

"Setup could not verify the integrity of the file Update.inf. Make
sure the cryptographic service is running on this computer."

Running the upgrade with the standard update.inf file does not result
in this error.

My only modifications to the update.inf file were lines 1654 and 1658
as listed below. I changed the values to the identical ones used in
the SP3 update.inf file:

[ResetAU.AddReg]

--> HKLM,"Software\Microsoft\Windows\CurrentVersion\WindowsUpdate\Auto
Update","ResetAU",0x00010001,0x7

[AutoUpdate.AddReg]

--> HKLM,"Software\Microsoft\Windows\CurrentVersion\WindowsUpdate\Auto
Update","AUOptions",0x00010003,0x1

I have read and looked through tons of postings regarding the
crytography service, etc. Perhaps there is another line in ths SP4
update.inf file that I am missing?

Any ideas on why I can get this to work with SP3, but not SP4?
