SP2 and Active Desktop

Why can't I activate any active desktop features with XP
SP2? When I activate a web page for my desktop, my
wallpaper disappears and is replaced by the default
background colour. I'm specifically trying to get the IBM
Think theme working with my notebook (active elements
include battery monitor, new mail indicator etc.) Thanks
very much for any help!
